Who goes first, and why it is almost never the right-hand rule

The right-hand rule is the fallback, not the main rule
Priority is a short ladder, and the right-hand rule sits on the bottom rung: first a police officer, then a signal, then a sign, then the road markings, and only when none of those are there, the car on your right. Most exam questions about priority are really asking which rung you are standing on, and most mistakes come from starting at the bottom.
